I have a toshiba protege laptop that comes with a fingerprint scanner but the school that i go to took the software off so it doesnt work, what do i have to do to make it work again?

My son is graduating from high school and is going off to college. I want to get him a laptop. We have always bought Dells but have heard bad reviews. Also don’t want Vista. I can spend around $1000.00. Which would you recommend?
