I want to buy a new graphics card and replace it with my sucky one for my notebook, but I heard you cannot because the card is apart of the motherboard? Is that true that I can’t upgrade my graphics card or was that person wrong?

It completely depends on the laptop. Most laptops do not offer expansion for video. But many newer laptops especially the Asus laptops will offer video expansion. You need to check your manufacturer’s website.

Yes that is true. However if you have a docking station you can add a graphics card.
