Wow the people that answered this question should not even have wasted their precious typing time. ( also note many companies are no longer shipping the OS with system to be cheap and save money on your dime)
You can fight with the company and tell them you want reinstall CD to reboot from. They will argue but if you try to reason first if to no avail threaten enough you should be able to get replacement cd.
But most pcs are set up now to be able to reset without CD to reboot from. ( how nice of them since they wont give you a cd with laptop after all that money you spent) You were lucky to get reinstall CD.
So if that does not work call customer service and ask how to do set to factory settings without CD via F8 key on start up. Reason I am saying this is each pc company may have different settings. Mine happens to be f8 key, but sometime it can be f10.
You will then click the “back to factory setting) You will lose all your programs and files that you have put on since the first time you used pc.
Are you just doing this because you cannot start up? if so just hit F8 continually as soon as you start up. A black screen will pop up with count down… scroll up with arrow keys to start in safe mode hit enter.. that should let you back in…
once your in you can then set to factory default via system tools. Hope that helps

If there is a recovery CD or DVD, it would have the OS, which would therefore not be something you can download, at least for free or without proof of ownership, since it is a pay commodity.
You will have to call the vendor or manufacturer for a replacement disc set, on their terms, or go purchase a new
